Our Story

Portfolio Investment Solutions was established in 2013 in Tooele, Utah, with a vision to create a consulting agency that was different from the rest. As a specialized debt sales broker, we prioritize hard work, honesty, trust, and results in every client relationship we build.

Our story began with recognizing the need for an unbiased company that could represent both market participants with absolute integrity. We take pride in serving individuals and businesses by connecting them with quality portfolio opportunities and reputable market participants from around the globe.

Dave Barrett

Dave is a blessed, happily married, Christian father of 6 children (soon to be 7) in his hometown of San Diego, CA. His journey in the debt collection industry began in the year 2000 at the age of 18 – the moment he could legally collect a debt. His career began at Household Auto Finance where he worked for 2 years in Front End Collections, Loss Mitigation and Repossession Department. His journey there eventually led him to Pacific Coast Collections which later became Alliance One, Inc. in San Diego, CA. In his 4 years at Alliance One he served as a collector on Citibank/Associates credit cards and then went on to manage a department of 25+ collectors on a Capital One seconds credit card portfolio.

In 2006 he learned about the world of debt buying where he went to work for a national top tier debt buyer by the name of Absolute Resolutions Corporation after a brief stint with NCO Financial. At Absolute Resolutions Corp he had the pleasure of working under former RMAI/DBA president Mike Bendickson and Mark Naimann. In his time at Absolute Resolutions Corp he served as a collector on debt that was purchased direct from the issuer and eventually managed the legal department for a short time before going on to start his first collection agency.

Barrett and Associates was established in 2008 out of the spare bedroom of his home with himself and 1 other collector being a close family member. Eventually a few friends followed suit and landed seats with this small but growing agency. Within 6 months they had moved from spare bedroom, to a garage and then eventually a 1,000 square foot office. They collected on debt purchased from various companies in San Diego and Utah.

The daily ins and outs of debt collections and running an agency eventually wore on him and he decided he wanted to help companies in the agency grow but without actually collecting debt so he formed Portfolio Investment Solutions shortly after marrying his wife, Lorraine in 2013. Portfolio Investment Solutions' primary function and purpose was to serve as a marketplace where debt can be bought or sold through them as a marketing consultant for the many clients they represented throughout the industry.

Today, 12 years later they serve as a premier debt broker and marketing consultant in the debt buying/debt collection industry. They hold an active membership with the RMAI and have done so since 2015, often times sponsoring the event – and Dave is individually certified as a debt broker.

Barrett and Associates grew and persevered as an agency eventually expanding to 15 collectors and was sold in 2015 to one of his employees and good personal friends. From 2015 on, the primary focus was to build Portfolio Investment Solutions and serve as a marketing consultant for both buyers and sellers of debt nationwide.

To date, 2025 they now operate in the heart of Utah where they now broker debt for over 75 companies across the United States and have brokered debt to over 900 buyers since 2013 totalling over 5,200 portfolio transactions amounting to over $28.8 billion in distressed receivables and have plans to continue serving the debt buying industry with honesty and integrity for years to come.

Fresher, higher-quality debt commands premium prices, while older or previously worked portfolios sell at deeper discounts. Experienced debt buyers often target collection rates of 2-3 times their purchase price over the life of the portfolio. Additional costs to factor in include legal fees, skip tracing, compliance systems, staffing, licensing, and bonding requirements.
